河南发展规划带给我们灵感

——专访莫桑比克共和国驻华大使玛丽亚·古斯塔瓦(Maria Gustava)

从依赖初级农业到实现经济和社会快速发展,河南可以在规划、执行以及取长补短等方面与莫桑比克分享经验。

2018年11月20日至25日,30多个非洲国家驻华大使、临时代办参加了由外交部和河南省政府主办,河南省政府外侨办承办的“非洲国家驻华使节团赴河南考察旅行”活动。使节们先后参观了河南龙门石窟、红旗渠纪念馆、安阳文字博物馆、中国一拖集团(洛阳)、中信重工(洛阳)、郑州大学第一附属医院等地。

活动结束后,莫桑比克驻华大使玛丽亚·古斯塔瓦女士接受本刊专访,畅谈河南浓厚的中国文化积淀带给她的切身感受,河南的社会,经济的快速发展对于莫桑比克的借鉴意义。

《中国投资》:您以前曾经到访过河南吗?此次访问您认为河南有什么变化?

玛丽亚·古斯塔瓦:2011年在担任亚洲和大洋洲地区合作总干事期间,我曾两次访问河南省。7年后,我见证了河南经济和社会发展的诸多变化。随着公路、铁路等新基础设施的建设,河南省内各大城市经历了巨变,新建市区的建筑以及公共设施都非常注重环境保护,特别重视使用新技术和新能源。同时,人民生活水平得到全方位改善。

《中国投资》:您对走访河南的几座城市的印象是什么?其中哪个方面给您留下的印象最深?

玛丽亚·古斯塔瓦:河南在其发展过程中,特别重视经济发展、城市开发与文化遗产保护之间的有效结合与平衡,这令我印象深刻。尤其是河南在制订发展规划中,总结历史经验和教训,充分将经济发展、中国文化和本地优势相结合,从而规划出适合本地发展的途径。另外,在兰考,我感受到当地政府鼓励人民与贫困作斗争,探索多种生产经营模式,以创造更好的生活条件。

《中国投资》:与您到访的中国其它省市相比,河南的最大特点是什么?

玛丽亚·古斯塔瓦:河南是中国的文化中心之一,拥有多元融合的艺术和文明,是中国四大古都所在地。在一带一路倡议背景下,河南独特的地理位置为连通中国和世界提供了比较优势。同时,一带一路倡议也为河南的优势产业走出去提供了路径,如河南省的农业和职业技能培训。

《中国投资》:您认为河南与贵国存在哪些共同之处?其发展对贵国在哪些方面有借鉴意义?

玛丽亚·古斯塔瓦大使:河南的发展经验可以成为莫桑比克努力消除贫困和为人民创造更好条件的榜样,莫桑比克可从中获得灵感。从依赖初级农业到实现经济和社会快速发展,河南可以在规划、执行以及取长补短等方面与莫桑比克分享经验。

《中国投资》:未来,您如何看待河南与莫桑比克合作前景?

玛丽亚·古斯塔瓦:莫桑比克与河南的合作多年来不断发展。我国多位部长和政府官员多次访问河南。2011年8月,莫桑比克总统阿曼多·格布扎也访问了河南。许多河南公司在莫桑比克的房地产、供水、能源、交通和通讯等领域成绩显著。

根据目前的合作经验,可以预见,双方在贸易、投资方面的合作具有良好前景。

莫桑比克拥有丰富的自然资源和良好的营商环境,因此,我们期待更多的河南公司在双赢的基础上到莫桑比克寻找商机。双方应积极探索贸易、投资和技术交流合作的模式,扩大开放程度。同样,两国可以更多地探讨跨文化交流、农业和人力资源开发等领域。

Learn from experience get inspiration

——Interview with H.E. Ambassador Maria Gustava of The Republic of Mozambique to China

From November 20th to 25th in 2018, over 30 ambassadors of African countries to China or chargé d’affaires ad interim and representatives of the African Union in China participated in the “Diplomatic Envoys of African Countries to China Henan Trip”. This event was organized by the Ministry of Foreign Affairs and the Henan Provincial Government and hosted by the Foreign Affairs Office of the Henan Provincial Government. The envoys visited Longmen Grottoes, Red Flag Canal Memorial Hall, National Museum of Chinese Writing in Anyang, China YTO Group (Luoyang), CITIC Heavy Industries (Luoyang), the First Affiliated Hospital of Zhengzhou University and other sites.

After the event, Ms. Maria Gustava, Ambassador of Mozambique to China, accepted our exclusive interview to talk about her feelings of Henan’s rich Chinese cultural heritage, and about what Mozambique can learn from the rapid development of Henan.

China Investment: Have you ever visited Henan before?  What changes do you think have taken place in Henan during your visit?

Maria Gustava: I had the chance to visit Henan Province twice in 2011, in my previous capacity as the Director General for the Cooperation with Asia and Oceania regions. 7 years after, I noticed lot of changes in terms of economic and social developments. The major cities of the province are changing dramatically with the booming of constructions and development of new infrastructures like roads and railways, new districts with all facilities that take into account the environment aspects and the use of new technologies and all forms of energy. Basically, there was improvement in the life of the people in all aspects.

China Investment: What is your impression of visiting several cities in Henan? Which of these aspects impresses you the most?

Maria Gustava: I was impressed about combination and balance in the process of development between the usage of the new technologies and the preservation of the heritage and culture. It was impressive to note that this development also took into account the values, knowledge and local experiences as well as the historical references and lessons from the leaders in order to inspire people to fight against poverty and create better conditions themselves.

China Investment: What is the biggest characteristic of Henan compared with other provinces and cities in China that you visit?

Maria Gustava: Henan is one of the cultural centers of China, with multifaceted arts and mixture of civilizations, being the home of 4 ancients Chinese cities. Its location gives comparative advantage for the connectivity within china and the world in the context of Belt and Road Initiative. A part from that the province is an example in agriculture and vocational training.

China Investment: Do you think that there is something in common between Henan and your country? Does its development have any reference significance for your country?

Maria Gustava: Henan development could serve as example and an inspiration for Mozambique in its efforts to fight poverty and create better conditions for its people. From an economy dependent on rudimentary agriculture now is reference in the rapid economic and social development. Henan could share its experiences with Mozambique in terms of vision, plan and execution and particularly on what constituted strengthens and weakness.

China Investment:  Prospects for cooperation between Henan and your country, as well as prospects for cooperation between the two countries.

Maria Gustava: The cooperation between Mozambique and Henan has been developing for years at all levels. H.E President Armando Guebuza, from Mozambique visited Henan in August 2011, in the following of ministerial and technical visits. A number of Henan companies are involved in the process of economic development in Mozambique from housing, water supply, energy and transport and communications and others. Based on the existing experiences of cooperation and inter-actions, we can visage very good prospects for both sides develop cooperation at public and private levels on trade, investments and others. Mozambique has got abundant natural resources combined with attractive condition for business, therefore we are expecting more Henan companies to seek business opportunities in Mozambique based on the win-win situation. The companies from both must explore willingness and openness of the two countries to do trade, investments and exchange of the technologies. Likewise, the two countries could explore more on the inter-cultural exchange, agriculture  and human resources development.
