坦赞铁路和本格拉铁路线联通的战略意义与评估

最近开通的长达4300千米的铁路路线始于坦桑尼亚的达累斯萨拉姆,途经赞比亚和刚果民主共和国(刚果金),终止于安哥拉的洛比托市。南部非洲发展共同体由包括安哥拉、刚果金、坦桑尼亚和赞比亚在内的16个成员国组成,这条铁路有助于南部非洲发展共同体工业发展协调合作框架的实施,从这个角度来看,坦赞铁路线和本格拉铁路线的联通是十分重要、具有史诗意义的,重要之处在于两条铁路的联通为实施南共体共同议题提供机遇和可行性,如此便可以利用南共体区域的资源禀赋,促进区域内贸易,建立工业经济。

建立一个强劲的工业经济,构建价值链,利用安哥拉、刚果(金)、坦桑尼亚、赞比亚丰富的工业原材料和能源资源,这一设想是切实可行的。坦赞-本格拉铁路升级后,会成为一个世界级的、现代化的、具有高运载能力的交通运输物流基础设施,连接印度洋和大西洋,从而促进工业发展。坦赞-本格拉铁路线如像预想中实现了高速直达,将对国际贸易便利化产生积极影响,其影响类似于巴拿马运河,后者提升了从大西洋到太平洋的国际贸易货物运输的便利化程度。但是,坦赞-本格拉铁路要想发挥设想中的积极作用,必须以四个关键要素为依托。

首先,必须进行大量投资,以创建生产平台,这些平台将综合利用安哥拉、刚果(金)、坦桑尼亚和赞比亚的世界级资源禀赋。经济上的当务之急是推动投资和业务,这些投资和业务将产生大量的货物运输量,从而证明修建更现代、更有效率的“坦赞-本格拉铁路”,促进高速运输,降低单位运输成本,所做的前期投资成本是合理的。

其次,与现有陆路运输方案相比,安哥拉、刚果(金)、坦桑尼亚和赞比亚应商定将坦赞-本格拉铁路进行技术升级,成为高速铁路,提高运载能力。针对经由达累斯萨拉姆和洛比托海港运往国际市场的货物运输,我们的目标是让铁路运输成为成本最低的交通方式,成为第一选择。坦桑-本格拉铁路连接将具备足够的货物运输能力,在船只停靠在印度洋或大西洋海港的48小时内,实现海岸间的货物运输。

第三,前文提到的四个主要利益攸关方,即南共体成员国(安哥拉、刚果金、坦桑尼亚和赞比亚)应同意投入动员其人力和财力资源,用于全面发展坦赞和本格拉走廊。
第四,强有力的政治领导是第一要义,这对于启动项目、分配资源、管理整个发展过程并实现成功而言至关重要。有关强有力的政治领导在下文会有单独阐释。

坦赞-本格拉铁路的联通和升级催化社会经济综合发展

南共体的区域一体化具有强大的政治经济基础。20世纪90年代中期南非共和国推翻白人少数统治之后,撒哈拉以南非洲南部地区解放斗争中产生的团结势头得以继续增强,以便以全面的视角制定发展理念和发展模式,旨在提高南部非洲发展共同体(“南共体”)成员国的跨境投资协同效益,协调区域经济发展。

从达累斯萨拉姆到洛比托的直达铁路证明了,共同建设两个南共体最重要的发展走廊是可以办到的。坦赞线和本格拉线分别是南共体坦赞发展走廊(“坦赞走廊”)和本格拉发展走廊(“本格拉走廊”)陆上运输基础设施的主力。

 “发展走廊”和“空间发展倡议”(“SDI”)是一种全面包容的社会经济发展模式,旨在建立经济服务基础设施(电力、水、公路、铁路、机场、海港和关键信息与通讯技术基础设施)是释放一个自然资源禀赋丰富地区(耕地、水、牲畜、渔业、林业、野生动物、矿物和碳氢化合物)内在经济潜力的关键。除此之外,该地区年轻人口不断增长,将为一个充满活力的消费市场和劳动力市场创造条件。

南共体工业化议程和中国一带一路倡议

南共体在政治上是撒哈拉以南非洲地区最具凝聚力和连贯性的区域经济共同体,这种团结精神可以追溯至“前线国家”时期,是在非洲南部追求民族独立的武装斗争中熔炼而成的。在第39届南共体国家元首和政府首脑峰会公报中,对区域理念给予支持,即创造“具有包容性、促进可持续工业发展的有利环境,增加区域内贸易,创造就业机会”,旨在促进南共体成员国的发展,实现工业化。

近期,第39届南共体国家元首和政府首脑峰会选举坦桑尼亚总统约翰·庞贝·约瑟夫·马古富力博士为南共体主席。他在就职演说中强调了增加南共体区域内贸易的必要性, 并进一步提出要开采成员国丰富的自然资源,协调各方制定区域工业化战略,充分利用好南共体的要素禀赋。

在国内,坦桑尼亚总统领导下政府正在实施一项全面的五年发展计划,其中,基础设施、工业和贸易被确定为取得重要成果的关键驱动力,将会带来期待已久的社会经济转型。显然,全面推动坦赞走廊和本格拉走廊需要与南共体整体的工业化战略和坦桑尼亚的发展计划保持同步。因此,我们期待坦桑尼亚总统担任南共体主席后,为南共体的区域发展倡议带来新的势能和政治决心。

南共体发展走廊的战略理念和设计类似于中国的一带一路倡议(“BRI”)。下图显示了如何通过坦赞走廊将一带一路倡议与南共体的四个战略性发展走廊整合起来。对经济服务基础设施和自然资源开发进行同步投资是南共体发展走廊和“空间发展倡议”社会经济转型模型发挥有效性的前提。前文提到的全面发展模型旨在实现全面社会经济转型,促进南共体区域内贸易,并通过发展走廊和空间发展倡议区域内的多式联运终端,加强在世界增值产品贸易中的参与度。这样一来,铁路运输互联互通对于提供必要的运载能力以将大量原材料从初级生产中心转移到工业平台来讲至关重要,对将中间产品和成品运往销售市场也至关重要。

中国在与众多国际发展倡议的合作中发挥积极作用,一带一路倡议目前为止似乎是以欧洲为中心,重点是重振传统欧亚丝绸之路,实现现代化。理论上21世纪海上丝绸之路应是进入印度洋,沿着非洲东部海滨穿行,穿过巴布·厄耳·曼德海峡进入红海,前往地中海非洲。坦赞铁路线是唯一一个通往撒哈拉沙漠以南非洲中心地带的铁路,也是中国、坦桑尼亚、赞比亚领导人及人民在解放斗争和经济领域团结一致的永恒的象征。中国、安哥拉、刚果(金)、坦桑尼亚和赞比亚的现任领导人和人民应秉持实现共同繁荣的团结精神,携手整合一带一路倡议、南共体发展走廊和空间发展倡议,实现互利共赢。

发起并推进南共体与中国的国际发展合作的强烈政治意愿是实现一带一路倡议和南共体一体化发展的前提和必要条件。唯有强大的政治意愿才能有效动员、管理资源,将利益冲突放置一旁,以必要的决心,按照优先级分配稀缺资源。所有南共体成员国都需要树立强有力的政治决心和定力,合理配置资源,促进基础设施建设,加强人力资本投入,推动相关政策制定和商业监管改革。创造有利环境,促进包容、可持续的工业发展,增加区域内贸易,发展新技能,创造就业机会。

有了中国国家主席习近平、现任南共体区域各成员国领袖,以及南共体现任主席约翰·庞贝·马古富利的强大政治决心,发展便有了正确的思路和定力,预祝我们团结一致,本着经济互利共赢的原则,在世界发展史的中国篇与非洲篇中写下新的章节。

Two of SADC's Development Corridors

STRATEGIC PERSPECTIVE AND EVALUATION OF THE TAZARA-BENGUELA RAILWAY LINE CONNECTION

The recent inaugural 4,300-kilometer train journey from Dar Es Salaam in Tanzania to Lobito in Angola, via Zambia and the Democratic Republic of Congo (“the DRC”), is both epic and significant when viewed in the context of implementing the desired industrial development coordination and cooperation framework of the Southern Africa Development Community (“SADC”) of 16 Member States which include Angola, DRC, Tanzania and Zambia. The TAZARA-Benguela railway line connection is significant in the context of the opportunity and feasibility to implement the SADC common agenda to concurrently promote intra-trade and the building of an industrial economy based on the resource endowment of the SADC region.

There is potential to build a robust industrial economy to create value chains to exploit the rich reserves of industrial raw materials and energy resources found in Angola, DRC, Tanzania and Zambia. It is industrial development that could be facilitated by the TAZARA-Benguela railway upgrade to become a world class and modern high-carrying capacity transport logistics infrastructure that would link the Indian Ocean and the Atlantic Ocean. The envisaged TAZARA-Benguela line high speed and seamless connection will have positive impact to international trade facilitation, with impact similar to that of the Panama Canal in facilitating international trade cargo from the Atlantic Ocean to the Pacific Ocean. However, four critical enabling factors must be in place for everything to happen as envisaged to promote the TAZARA-Benguela Railway connection.

First and foremost, there must be significant investment to create various production platforms which will exploit the combined world-class factor endowment of resources in Angola, DRC, Tanzania and Zambia. The economic imperative is to promote investments and businesses which will generate the critical mass of cargo-traffic in quantities that will justify the cost of investment to develop a new and more efficient “TAZARA-Benguela” Railway Line which will result in high speed transportation and low unit freight costs. Secondly, Angola, DRC, Tanzania and Zambia should agree on the business case to upgrade the TAZARA-Benguela to high-speed railway technology which has enhanced carrying capacity, in comparison to the existing land transport options. The objective should be to make railway freight the preferred and most economic option to transport cargo from that region and destined for international markets via Dar Es Salaam and Lobito marine ports. The TAZARA-Benguela Railway connection will have acquired the capacity to move cargo traffic from coast-to-coast, within 48 hours of ocean vessels docking at the respective marine port of the Indian Ocean or Atlantic Ocean.

Thirdly, the four named primary stakeholder SADC Member States (Angola, DRC, Tanzania and Zambia) should agree to mobilize and commit their human and financial resources to be invested in the comprehensive development of TAZARA and Benguela Corridors. Fourthly, there is the most important and overarching factor of strong political leadership, which is critical to initiate, allocate resource and manage the entire development process to ensure success. The critical factor of strong political leadership requires a separate special mention below.

TAZARA-BENGUELA RAILWAY CONNECTION AND UPGRADE AS CATALYST OF COMPREHENSIVE SOCIO-ECONOMIC DEVELOPMENT

There exists a strong political and economic basis for the regional integration of SADC. Following the establishment of majority rule in the Republic of South Africa during the mid-1990s, the momentum of solidarity which had been created during the common struggle of liberation in the Southern region of Sub-Sahara Africa was carried forward to formulate development concepts and models with a holistic approach that was designed to promote trans-border investments synergies and coordinated regional economic development of the Member States which constitute the Southern Africa Development Community (“SADC”).

The seamless railway travel experience from Dar Es Salaam to Lobito should be viewed as practical demonstration of the feasibility to link implementation of the two most significant Development Corridors of the SADC Region. TAZARA and Benguela Line are respectively, the backbone land transport infrastructure for the SADC TAZARA Development Corridor (“TAZARA Corridor”) and the Benguela Development Corridor (“Benguela Corridor”).

The “Development Corridor” and “Spatial Development Initiative” (“SDI”) represent a comprehensive and inclusive socio-economic development model which seeks to build economic services infrastructure (electric power, water, roads, railways, airports, marine ports and backbone ICT infrastructure) as the key to unlock the inherent economic potential of the region with natural resources endowment (arable land, water, livestock, fisheries, forestry, wildlife, minerals and hydrocarbons); as well as the growing youthful population of the region which will provide a vibrant consumer market and energetic labour force.

SADC INDUSTRIALIZATION AGENDA AND CHINA BELT AND ROAD INITIATIVE
SADC is politically the most cohesive and coherent regional economic community of Sub-Sahara Africa; and that being an outcome of the liberation “Front Line States” solidarity which was forged in the crucible of the common armed struggle for National independence in the Southern part of Africa. Communique of the 39th SADC Meeting of Heads of State and Government Summit endorsed the regional Theme of creating, “A Conducive Environment of Inclusive and Sustainable Industrial Development, Increased Intra-Regional Trade and Job Creation”, which takes forward the SADC Member States separate respective, as well as common industrialization agenda.

The 39th SADC Summit Meeting of Heads of State and Government recently elected Dr. John Pombe Joseph Magufuli, the President of Tanzania to become the SADC Chairman. The key message in his acceptance speech underscored the imperative to increase SADC region intra-trade; and further to exploit the abundant natural resources of the Member States as the basis for coordinated regional industrialization strategy to exploit the SADC factor endowments.

At home, the President of Tanzania is leading a Government that is implementing a comprehensive Five-Year Development Plan with infrastructure, industry and trade development identified as drivers of the key results areas which will bring about the desired socio-economic transformation. Evidently, promotion of the comprehensive TAZARA Corridor and Benguela Corridors would be already aligned to the overall industrialization strategies of SADC and development plans of Tanzania. Hence, it is expected that the SADC Chairmanship of Tanzania will bring new momentum and political resolve to the regional development initiative of SADC.

The strategic concept and design of the SADC Development Corridors is similar to the China Belt-and-Road Initiative (“BRI”). The map below indicates how BRI could be linked to four strategic SADC Development Corridors via the TAZARA Corridor. Efficacy of the SADC Development Corridor and SDI socio-economic transformation model is premised on synchronized investments in economic services infrastructure and the exploitation of natural resources, linked to associated industry and logistics platforms. The said holistic development model is designed to achieve comprehensive socio-economic transformation to promote SADC region intra-trade as well as to enhance participation in world trade in value-added products via multi-modal transport terminal places of the pertinent Development Corridors and SDIs. In that regard, railway transport connectivity is critical to provide the requisite carrying capacity to move large quantities of raw materials from primary production centres to industrial platforms; as well as to deliver intermediate and finished products to respective markets.

In considering the active role of China to collaborate with international development initiatives, the BRI appears for now to be Eurocentric with focus on reviving and modernizing the traditional Eurasian Silk Road. The conceptual 21st Century Maritime Silk Road plying in the Indian Ocean skirts around the Eastern seaboard of Africa and needles through Bab-el-Mandeb into the Red Sea towards Mediterranean Africa. There is no roadway into the heartland of Sub-Sahara Africa where the TAZARA railway line made the first inroad as a lasting mark of China-Tanzania-Zambia leaders and people solidarity in the liberation struggle and economic sphere. Time is now opportune, for the present leaders and peoples of China, Angola, DRC, Tanzania and Zambia to rediscover that same spirit in economic solidarity and join hands to link BRI with SADC Development Corridors and SDIs for mutual benefit.

Strong political will to initiate and drive SADC-China international development cooperation is the prerequisite and necessary condition for China BRI and SADC integrated development to be realized. That is because it is only strong political will that can effectively mobilize and manage resources; as well as override competing interests and bring about the necessary resolve to allocate scarce resources on priority basis. Among all SADC Members States, strong political will and resolve will be required in order to allocate adequate resources for the building of the requisite physical infrastructure, to invest in human capital and to drive the necessary policy as well as business regulatory reforms; with a view to create a conducive environment that will foster inclusive and sustainable industrial development, promote and facilitate increased intra-regional trade, as well as create employment with new skills development.

A convergence of the strong political will of President Xi Jinping of China, and the current Leadership the SADC Region Member States with President John Pombe Magufuli as Chairman, may just be the right meeting of minds and resolve; to write a new page in the history of World development concerning Africa and China, that will be achieved with win-win economic solidarity for mutual benefit.
