非洲互联网产业和在线教育正积极进展——专访加纳教育部图书馆管理局局长海福德·肖（Hayford Siaw）

《中国投资》：您是什么时候初次听说Edmodo平台的？Edmodo是如何进入加纳市场的？

海福德·肖：加纳教育部在2020年初疫情期间了解到Edmodo，当时，网龙的一位高级战略发展经理通过加纳当地政府顾问向我们推荐了Edmodo。

《中国投资》：加纳图书管理局在贵国引进和推广Edmodo平台的过程中扮演了怎样的角色？

海福德·肖：加纳图书馆管理局（GhLA）作为核心的政府组织，在加纳实施并推广在线学习平台Edmodo。

《中国投资》：我们知道，加纳教育部已经将Edmodo选定为贵国基础教育系统的线上学习平台。是什么因素促使加纳教育部做出了这个决定？相比其它参与竞争的产品，Edmodo平台有何优势？

海福德·肖：加纳教育部通过加纳图书馆管理局（GhLA）选择了Edmodo，因为它具有优越和灵活的功能。与其他竞争对手的产品相比，Edmodo的优势是显而易见的：

1. 它有一个更简单的用户界面。

2. 除了可以在网络上使用之外，在iOS和Android系统也可以使用相关的应用程序。

3. 它兼容6种以上的文件格式。

4. 拥有来自Edmodo和网龙的强大支持。

《中国投资》：在新冠肺炎大流行的背景下，Edmodo平台在减少疫情造成的负面影响方面有何重要意义？

海福德·肖：Edmodo在疫情期间的主要意义有：

1. Edmodo让学生可以方便地与老师联系，并查阅学习材料。

2. 让家长有机会监督孩子的学习进度。

3. 减少了学校关闭时的交通费用和其他费用。

4. Edmodo鼓励以学生为中心。

《中国投资》：目前，加纳的老师和学生们是如何使用Edmodo的？据您所知，他们是否喜欢这个平台？他们对平台的评价又是怎样的呢？

海福德·肖：加纳教师正在使用Edmodo平台进行以下工作：1. 使用集成在平台上的Zoom程序进行课程直播。2. 培训课程。3. 测验。4. 作业。5. 发布课堂公告。

Edmodo带来的便利让老师们很欣慰，因为他们能够实施常规课堂与虚拟课堂相结合的混合式教学方式。

《中国投资》：作为一位用户与合作伙伴，您对Edmodo的评价是什么？Edmodo需要在哪些方面改进？

海福德·肖：到目前为止，Edmodo平台已经满足了订阅该服务的所有初始要求。该系统还可以不断改进，以便与客户端的其他应用程序轻松集成。

《中国投资》：Edmodo是中国公司网龙的子公司。在合作过程中，中方做了哪些工作？例如在技术支持和人员培训方面。

海福德·肖：Edmodo已向加纳图书馆管理局（GhLA）提供了指定联系人，并定期举行会议讨论，并处理相关问题，Edmodo对管理人员和部分教师也进行了培训。

《中国投资》：除了Edmodo平台，您认为在加纳的在线教育领域，还有哪些合作与投资机会？

海福德·肖：加纳在线教育领域的其他合作和投资机会包括：

1. 加纳全国互联网互联互通项目。

2. 硬件和外围设备分销项目。

3. 为数字图书馆采购电子资源（电子书、有声读物、视频等）。

4. 将纸质书转换成电子书和有声读物。

这些合作将促进加纳在线教育的发展。

《中国投资》：以加纳的案例来看，在线教育能否缓解教育资源的不公平性？在线教育平台对贫困和农村地区的儿童有帮助吗？

海福德·肖：Edmodo作为在线教育平台，有一套自己的工具和方法，可以扩大优质学习资源的获取机会，因此教育资源的不平等将大大减少。

目前，在线教育平台在贫困地区和农村地区还未获得广泛推广，这就是为什么加纳图书馆管理局开始寻求赞助，为贫困地区和农村地区儿童提供智能手机、笔记本电脑以及Edmodo之类的数字设备和平台，使每个人都能免费使用。

《中国投资》：对于整个非洲而言，互联网产业与在线教育产业的前景如何？

海福德·肖：目前还没有关于非洲利用互联网学习的相关可靠数据。在过去20年中，非洲学校成功推广了通信技术和互联网。

在加纳，教育部已将所有公立高中接入互联网。因此，非洲在互联网产业和在线教育方面正在取得积极进展。

《中国投资》同时采访了网龙在非洲加纳、肯尼亚、尼日利亚等国项目主要参与者之一的网龙高级战略发展经理蔡益凡，请他分享网龙与加纳教育部合作的进展。

《中国投资》：网龙在非洲的几个项目是通过什么契机发现的？

蔡益凡：我们在前期的市场调研中，从东非和西非都分别找了几个比较具有代表性的国家，主要考虑政局稳定性、营商环境和政府关系等因素，同时还调研了他们在教育方面的财政投入情况。我们与非洲方面第一次面对面接触是在2018年的第一届数字中国建设峰会，在会议上我们签署了合作协议和一些框架性的协议。

《中国投资》：网龙与非洲方面的具体合作模式是怎样的？

蔡益凡：以加纳为例，加纳教育部已经与我们进行了一个正式的合作，加方付费定制我们的平台内容，我们针对加方需求进行定制化设计。我们负责提供资源的后台更新、人员的培训，保障数据的存储空间。

《中国投资》：加纳的项目从谈判到培训再到落地，经历了多长时间？是通过什么方式实施的？

蔡益凡：我们部署了8个月以上，这主要是因为培训老师要花很长的时间，也包括前期的商务谈判调研等等。因为疫情的影响，我们没有人飞到当地去。我们在国内和在美国的团队与非洲方面共同配合，克服时差，不断克服项目中的问题，所有过程都是远程方式解决的。

《中国投资》：网龙在当地有没有找顾问公司或者合作伙伴？

蔡益凡：我们有一个当地的顾问公司。他在2019年的数字中国建设峰会后也来过中国，他当时邀请了加纳的教育部副部长来访网龙，我们随后建立了合作关系。

《中国投资》：结合您开拓非洲市场的整个过程，您对非洲市场有什么比较深的感受？

蔡益凡：海外拓展过程中，总体上能感觉到非洲官员的精明。他们很务实，也像八九十年代中国的官员一样，希望做成事情。在合作时，他们会想方设法使本国的利益最大化，从合作中获得最多的优惠条件。对此，我们一方面表示钦佩，一方面也应注意以务实的态度对待合作，不要轻易做无谓的赠送。

The African Internet Industry and Online Education are Actively Developing
—Interview with Executive Director of the Ghana Library Authority, Hayford Siaw

China Investment: When did you first hear about the Edmodo platform? How did Edmodo enter the Ghanaian market?

Siaw：The Ministry of Education of Ghana came to know about Edmodo during the pandemic in the early of 2020. 

One of the Netdragon Senior Strategy BD manager promoted Edmodo and through the local government consultant at the right time.

China Investment:  What role does Ghana Library Authority(GhLA) played in the process of introducing and promoting the edmodo platform in Ghana?

Siaw：Key Governmental organization for implementing the learning management system edmodo in Ghana.

China Investment:  As
we know, the Ministry of Education of Ghana selected Edmodo as the
online learning platform for the country's Basic education system. What
factors prompted the Ministry of Education to make this choice? Compared
with other competitors' products, what are the advantages of Edmodo？

China Investment:  In
the context of the Covid-19 epidemic, what role does the Edmodo
platform play in mitigating the negative impact of this crisis？

Siaw：• Students can conveniently access teachers and learning materials.

• Gives parent the opportunity to monitor the child’s progress

• It also reduced use of traveling resources and other expenses when schools were closed

• It encourages student-centeredness 

China Investment:  At
present, how are the Ghanaian teachers and students using the Edmodo
platform? As far as you know, do they like this platform and what do
they say about the platform？

Siaw：Ghanaian teachers are using the platform for the following

a. Live virtual lessons with Zoom on Edmodo.

b. Training sessions.

c. Quizzes.

d. Assignments.

e. Announcements.

Teachers
are happy about the convenience Edmodo brings, as they are able to
carry out the hybrid style of teaching and learning, combining regular
classroom with virtual lessons.

China Investment:   As
a user and partner, what is your evaluation of the Edmodo platform?
What are the issues with Edmodo that need to be improved？

Siaw：The
Edmodo platform has so far met all the initial requirements for which
the service was subscribed to. The system can be improved to allow for
easy integration with other applications a client may be using.

China Investment:  Edmodo
is a subsidiary of Chinese company Netdragon. In the process of
cooperating with you, what work has the company done? For example,
technical or training support?

Siaw：Edmodo
has provided GhLA with designated contact persons with whom periodic
meetings are held to discuss and address all matters arising. Support
training has been given to key administrators and some teachers.

China Investment:  In
addition to the Edmodo platform, what other cooperation and investment
opportunities do you think are available in the online education field
of Ghana?

Siaw：Other cooperation and investment opportunities available in the online education field of Ghana include

a.Nationwide internet connectivity projects.

b.Hardware and peripherals distribution projects. 

c.Procurement of e-resources (eBooks, audiobooks, videos etc) for digital libraries.

d.Conversion of hardcopy books to eBook versions and audiobooks.

These will facilitate the growth of online education in Ghana.

China Investment:   In
the case of Ghana, how can online education reduce the inequality of
educational resources? Are online education platforms useful for
children in poor and rural areas?

Siaw：Educational
technologies such as Edmodo have a set of tools and methods that can be
leveraged to expand access to quality learning resources, hence,
inequality to educational resources will reduce drastically.

Currently,
online education platforms is not useful in poor and rural areas that
is why the Ghana Library Authority has started seeking sponsorships to
provide digital devices like a phone tablet or laptops for the poor and
rural children and also zero-rate Edmodo to enable everyone access it at
no cost.

China Investment:  For the whole of Africa, what are the prospects of the Internet industry and online education?

Siaw：There
is no current reliable data on the use of internet for learning in
Africa. Efforts over the past two decades have been successful in the
rollout of ICTs and internet in African schools.

In
Ghana, the Ministry of Education has connected all public Senior High
Schools to the internet; therefore I will say Africa is making headway
in the internet industry and online education.
